the memory on mine is not good though, can't do more than 1800 even with the loose timings bios

I really feel like the eraser is not a good enough insulator for the memory. I covered mine in dielectric grease and it helped a lot.

Is there an XOC bios available that has the loose memory timings?

Really, that's bad.
Memory on mine can +400 with default LN2 BIOS on stock voltage and I didn't saw signs of close artifacts... But for GPU I'm not sure yet. I must change PSU...
It would be really bad if card can't at least 1300MHz...
With 1900MHz memory I would be completely satisfied but looks like my memory can 80-100MHz more... Only is bad because as I notice good memory and good chip are extremely rear on one card.
I really no reason to use BIOS with different latency for Air.
That mean Samsung is not inferior to Hynix even with tight timings, depend of sample... Because I saw more people can OC and +500 with tight latency for LN2,
maybe and my can, only luck and nothing else. On GTX780 Classified with Elpida I had max 100-110-120MHz, +225 was Max if I remember good.
