Default Epower on XFX 8600 GT 256Mb

Vcore - epowered. Vmem - voltmoded. The videocard can't start.
Without epower - all is ok.
Resistances are ok before and after soldering.
Vcore and Vmem have stock+0.05V value when system is starting.
Vcore is controlling by RT9218B.

How exactly did you disconnect pin10? Pull RT9218B pin up?
Measure signal going to pin 10 on PCB when card is powered on AND when pin at RT9218B is not connected to PCB. (with or without EPOWER, does not matter). It should be 3.3V (logic high).

I cut pin10 from RT9218B.
When pin connected - 0.28-0.3V
When pin disconnected - 0.02V on pin and 0.04V on disconnected part.

Pull-up signal with 1-10K resistor to +3.3V on the card.
